OUR TEAM

 Liberty and Justice for All – For more than 40 years, Southeastern Legal Foundation has taken on and won landmark constitutional U.S. Supreme Court cases, advised Congress and state lawmakers about the constitutional impact of laws and regulations, and promoted policy studies that protect liberty and limit government. We put the U.S.Constitution into practice to rebuild the American Republic. 

H. Eric Dial, Development Counsel

H. Eric Dial serves as Development Counsel for Southeastern Legal Foundation, an Atlanta-based public interest law firm founded in 1976. Eric established the Development office for the Foundation in 1997, designing and implementing strategic fundraising programs which have enabled the Foundation to become a national leader in public interest law and policy development.

Eric joined the Southeastern Legal Foundation from the office of U.S. Rep. Mac Collins (R-GA), where he served in both the Washington and Georgia offices. A graduate of several leadership programs, Eric holds several leadership positions in his community. He received a B.A. in Political Science from Georgia State University. 

Todd G. Young, Executive Director

 

Todd Young serves as Executive Director for Southeastern Legal Foundation, an Atlanta-based constitutional public interest law firm founded in 1976.  He has served with the Foundation since 1994, directing policy, outreach and media relations programs.  In 2003, he was named one of Georgia's "16 to Watch:  On the Rise Under 40" in the Daily Report, the state's daily legal newspaper.

Todd helped author the landmark unemployment insurance study stimulating more than $1.75 billion in tax cuts in five SE states. Listed since 1998 in The Heritage Foundation's Guide to Public Policy Experts, he is published regularly in national newspapers and magazines and appears on television news and radio programs. He is a Newsmax Contributor with a regular column appearing twice a month.  He received a B.A. in English from Davidson College, Davidson, NC, and a J.D. from Georgia State University College of Law. 

Kimberly S. Hermann, General Counsel

Kimberly S. Hermann is General Counsel for Southeastern Legal Foundation, an Atlanta-based constitutional public interest law firm and policy center.  Kimberly is committed to promoting individual liberty, the rule of law, and accountability in government.  Her years of working in private practice and for an international accounting firm provide practical experience for both civil litigation and financial issues.  She is admitted to practice before the U.S. Supreme Court, U.S. Court of Appeals, D.C., the Federal Circuit Court of Appeals, the Sixth, Tenth and Eleventh Circuits, U.S. District Court, Northern District of Georgia, and Georgia Trial and Appellate Courts.  She has testified before the Georgia legislature on election law issues.

While in law school, Kimberly served as a law clerk for SLF.  She is a member of the Georgia State University College of Law Alumni Council.  Kimberly received a B.S. in Finance and a Masters in Accountancy from Wake Forest University, and is a licensed CPA.  She graduated magna cum laude from Georgia State University College of Law.  She is a member of the Federalist Society.

In his role at SLF, he has worked closely in an advisory capacity with former U.S. Attorney General Edwin Meese III, former Independent Counsel Judge Kenneth Starr, former Speaker of the House Newt Gingrich, and various members of Congress and state governors and attorneys general.  Todd helped author the landmark unemployment insurance study stimulating more than $1.75 billion in tax cuts in five SE states. Kimberly S. Hermann, General Counsel

Kimberly Hermann is General Counsel for Southeastern Legal Foundation, an Atlanta-based constitutional public interest law firm and policy center. Kim is committed to promoting individual liberty, the rule of law, and accountability in government. She advances these principles through litigation in federal and state trial and appellate courts.

In addition to representing clients, Kim regularly files amicus briefs on issues ranging from government overreach, separation of powers, economic liberty, property rights, and free speech, among others. Kim has testified before the Georgia legislature on a number of First Amendment issues including election law, political speech, and campus free speech, and has drafted several pieces of model legislation.

Her work and that of the Foundation has been covered by national media, including Fox News, CNN, Newsmax, Bloomberg News, and the Blaze. 

Kimberly earned her B.S. in Analytical Finance and Masters in Accountancy from Wake Forest University, and is a licensed CPA. After working at an international accounting firm, she went to law school and graduated magna cum laude from Georgia State University College of Law. While in law school, she served as a law clerk at SLF. Following law school, Kim worked at a private law firm in Atlanta where she specialized in financial and business litigation before deciding to return to the freedom based law movement. She is a member of the Federalist Society and serves as an expert on the Federalist Society’s Regulatory Transparency Project State and Local Working Group.

Cece Howard, Attorney

 

Cece Howard serves with Southeastern Legal Foundation, an Atlanta-based constitutional public interest law firm and policy center. She graduated with honors from Georgia State University College of Law, where she served as Co-President of the Federalist Society for two years and was a member of the Law Review. She earned a B.A. in American Government and Legal Studies with a minor in History from Bowdoin College. 

 

Cece values the rule of law as a shield against government oppression, and she is committed to educating the public about this nation’s founding principles.
