College Speech: GA House Tries Curb on Admin Power to Limit Speech
ATLANTA, GA: Following its testimony before the Georgia Senate regarding Senate Bill 318, Southeastern Legal Foundation also testified before the Georgia House of Representatives about the House version of the FORUM Act, known as HB 995 as part of its ongoing 1A Project to protect First Amendment rights on college campuses.
Like the Senate bill, HB 995 seeks to eliminate so-called "free speech zones" on campuses to promote robust debate on college campuses. The law would limit the authority of college administrators by ensuring that students can engage in spontaneous speech activities. And, like SB 318, this legislation demands greater accountability from Georgia colleges through the judicial process. SLF's House testimony can be found here.
